What can I do if my ex does not carry health insurance on our child?

If your spouse is required by the divorce decree or the paternity judgment to carry health insurance on the child and they do not carry that insurance, you can seek a motion to enforce the final judgment and at a hearing ask the court to order him or her to provide it. If you have to provide the insurance in the meantime, you can ask the court to have that party reimburse you for those expenses you would not otherwise incur.
